Children's Licensed Programs

Established as Hamper’s Nursery School in September of 1994, Children’s Licensed Programs (CLP) is now a multi-site licensed child care service offered by Community Centre 55 to serve the needs of families with children ages 18 months to 13 years.

CLP is committed to creating safe, inclusive, and accessible child care environments for children with the involvement of families, educators, and the community. Through play, educators plan for and implement developmentally appropriate experiences to promote discovery and inquiry. Registered Early Childhood Educators (RECEs) and child care assistants offer inclusive and enriching early years programs to support each child’s physical, social, emotional, cognitive, and language development with the use of How Does Learning Happen: Ontario’s Pedagogy for the Early Years and excepts from Early Learning for Every Child Today: A Framework for Ontario Early Childhood Settings.

To ensure high standards of care, CLP team members are required to adhere to Community Centre 55 policies and procedures; maintain compliance with child care licensing standards set out under the Child Care and Early Years Act, 2014 and O.Reg. 137/15 and the City of Toronto Children’s Services Assessment for Quality Improvement (AQI); and follow the Toronto Public Health infection prevention measures to ensure the safety of all children in care.

Community Centre 55 Children’s Licensed Programs is committed to providing accessible, equitable, high quality services that welcome all families and are responsive to local community needs.

A Child Care Fee Subsidy helps a family with the cost of licensed child care programs. There is a waitlist, so families are encouraged to apply as soon as possible. Applications for a child care fee subsidy can be submitted as soon as families are expecting a child.

Canada Wide and Early Learning and Child Care (CWELCC) Agreement

Community Centre 55 is working with provincial and municipal child care partners to improve access to quality, affordable, flexible, and inclusive early learning and child care by participating in the Canada-Wide Early Learning and Child Care (CWELCC) system. As of April 2022, child care fees for children 6 years of age and under have been reduced using a phased approach until fees reach an average of $10 per day. There are two types of fees:

The 2024 CWELCC fee for eligible children is a 52.75% reduction of the 2022 frozen fee (to a minimum of $12 per day)
